Mister Fantastic explained that Black Bolt could destroy her with a whisper from his mouth; in response, Scarlet Witch used her chaos magic to remove his mouth.
In Doctor Strange 2, Black Bolt's mouth was removed by Scarlet Witch. Panicked, Black Bolt tied to speak, causing his brain to implode from the power of his own voice, which was still destructive as ever. However, Black Bolt would likely have annihilated Wanda with a single word.

Even though Wanda's villainous turn shocked many, she held nothing back as she forced Black Bolt into one of the most brutal moments in MCU history by blowing his own brain out.
He is a brilliant scientist and strategist as well as leading the Inhuman race for a long time and outsmarted his genius brother Maximus. Weaknesses: His powers can be disrupted if the tuning fork on his head is sufficiently damaged. He literally cannot speak without causing massive devastation.
The Green Lantern ring is energy-based, which gives Black Bolt control over Jordan's constructs. His ring is sentient and rather intelligent, but it would take time to counteract Bolt's power. That's going to be a problem, because, without any offense or defense, Hal is going to fall quickly to Black Bolt.

However, with Doctor Strange in the Multiverse of Madness, the Scarlet Witch's candidacy is thrown for a loop. That's because the film reaffirms the angry version of Wanda wouldn't have been able to kill Thanos.
Thor is great at close-range combat, too, which is one of Wanda's weak points. Captain Marvel and Captain Carter were able to get in a few blows before succumbing to the Scarlet Witch, and that is because they got close enough to her to do it.
