The Queen Consort is simply the reigning king's wife, their role is defined by marriage and is more symbolic as they offer the monarch support, unlike the Queen who is officially the UK's ruler.
However, in the case of the British monarchy, the queen consort is not in the line of succession, and is only given the title through marriage. The New York Times reports that within the British monarchy, the queen consort does not hold any sort of formal position in government, either.
Will Kate Middleton be Called 'Queen'? Not really. If everything goes as planned, the Princess of Wales will likely receive the title of queen consort. According to the official royal family website, it's tradition for royals-by-marriage to become consorts.

When Prince William becomes King, his wife Kate will become Queen, but not in the same way that Queen Elizabeth II was queen. Kate, who will be the spouse of the ruling monarch whenever William ascends, will have the title Queen Consort. The title of 'consort' refers simply to the spouse of a ruling monarch.
