Hector is a former drug agent who worked for Don Eladio. His family members are very involved in the drug business. After an unexplained incident, he's left paralyzed in most of his body and can't speak or move on his own. His only means of communication is the bell on his wheelchair.
He is identified by the DEA as Hector Salamanca of the Cartel, but they think he hasn't been a major player in the business for years. As such, he is paralyzed and unable to speak as a result of a stroke (portrayed in Better Call Saul), and uses a brass service bell taped onto his wheelchair armrest to communicate.
The Salamanca cousins don't speak due to Breaking Bad positioning them as a terrifying force of nature, but this, unfortunately, does not work. Throughout season 3, the audience is slowly given information about how the brothers are getting to New Mexico, and how they find out about Walter White and Hank Schrader.
Not looking at Gus is a sign of disrespect. Hector hates Gus but doesn't have a lot of ways of showing it. He's been reduced to a little man in a wheelchair while Gus just keeps growing in power and influence.

The biggest mystery surrounding Hector's character was the circumstances that forced him to be restricted to a wheelchair without any ability to speak for the rest of his life.
He raised Tuco as a son and taught him and his other nephews that family is everything, living by the creed himself. He is the second Salamanca family member to run their drug operation, following his nephew Tuco, and was succeeded by his nephew Lalo. Though brutal, Hector is very loyal to his family and the cartel.
Max Arciniega was the business and romantic partner of Gustavo Fring and co-founder of the Los Pollos Hermanos franchise. He held advanced degrees in both biochemistry and chemical engineering. Max's education was financed by Gus after Gus rescued him from the slums of Santiago.
Assuming his previous product (which was less pure) netted him about $70 million every three months, he'd still be making $280 million a year even before working with Walt. Note that meth wasn't Fring's only source of income.
After attempting to establish a partnership with the Cartel, Max was murdered by Hector Salamanca on the orders of Don Eladio as punishment for Gustavo's disrespectful actions of manipulating Eladio into a meeting by selling drugs to his men without consent.

He's a drug-dealing thug who plotted to kidnap a family with two small children to rob them. It's only in the moral universe of this show that you could even ask if he's a good guy.
