Dark circles may be noticeable in childhood from genetics, and are also more common in some ethnic groups such as Arabs, Turks, Andean and Indians, as these people have a greater natural deposit of pigments.
Ethnic background — Certain ethnicities, such as those of Mediterranean descent, are more prone to developing dark under eye circles than the others. This is largely to due to their skin's ability to produce more pigment that can accumulate under the eyes.
Genetics
According to Dr. Sonia Batra, dermatologist and cohost of The Doctors, "Darker or more olive-toned complexions, such as those of Mediterranean or Middle Eastern descent, can have higher concentrations of pigment (melanin) under the eyes, resulting in discoloration and shadows," she said.

Persians are also predisposed to a condition called corneal sequestra (also called corneal nigrum, corneal mummification, and corneal necrosis). These sequestra are areas of dead corneal cells which appear like a dark pigmented patch on the eye surface (Hartley 2010).
The reason Ethiopians have dark circle around the eyes is because of MALNUTRITION- lack of nutrients in the diet, or the lack of a balance diet.
Dark circles, as they are commonly known, are common among people originating from the South Asian subcontinent, like my family. They are believed to primarily affect people with higher levels of melanin in their skin — that is, anyone olive-toned and darker — but can be found in all races.

Asians tend to suffer from hyperpigmentation and dark circles under the eyes due to genetics, which can make finding a concealer in the right shade and undertone an extremely difficult task.
