Robots in Chernobyl failed primarily because intense ionizing radiation fried their electronics and damaged mechanical parts, while debris made movement impossible and communication difficult. The sheer power of the radiation, far exceeding what standard or even specialized robots were built to handle, quickly disabled them, leading to the infamous use of human "biorobots" for the cleanup as a last resort.
The problem was that the robot got stuck on debris on the roof. So it was the rough terrain that disabled it, and the electronics failed by the time they were able to recover it.
