Darth Sidious (Emperor Palpatine) is widely considered the strongest Sith Lord across both Canon and Legends, due to his immense Force power, mastery of manipulation, and singular achievement of dismantling the Republic and Jedi Order, though figures like Darth Vitiate (Valkorion) and Darth Nihilus from Legends also rank extremely high for their near-godlike, planet-draining abilities and near-immortality. Sidious's success in orchestrating galactic war and becoming Emperor solidifies his top spot for many fans and creators.
Darth Sidious is easily the most powerful Sith to ever live. He was able to almost single-handedly start a war, take control of the Senate, convert countless people including Anakin Skywalker to the dark side, overthrow the Jedi, and become emperor of the Galactic Empire.
Darth Maul was stronger than Obi Wan, he proved that when he killed Qui-Gon but he was over primed and traded being a showman for his life. Another contender for the weakest Sith could be Count Dooku, or has he's also known Darth Tyranus.

In canon it was Kirak Infil'a , Cere Junda, Obi-Wan and Lord Momin . All messed him up quite badly with Kirak winning round 1 but losing round 2 and Momin cutting off his arm. Obi-Wan actually beat Vader. In Legends it was Shaa Koon, An'ya Kuro, a clone of Maul and Galen Marek.

Palpatine explains that Plagueis was so powerful and wise, he had mastered the dark side of the Force to such an extent that he could cheat death (mostly saving people he cared about from death) and create life; unnatural abilities which are unknown to the Jedi.
Though a proponent of the dark side, Darth Vectivus's self-discipline and preexisting code of ethics allowed him to remain fair and balanced without succumbing to the lure of power which plagued many of the Sith Lords who preceded him.
Physically, Vader is stronger due to his cybernetics, and has greater endurance feats, and while I do believe Nihilus is more agile, I'm more than sure Vader can keep up. As duelists, Nihilus is a bit above average but not in Vader's level. So with all that said, I declare Darth Vader, the battered and broken victor.

I think it has a lot to do with Mace's technique, Vaapad. He basically had the ability to turn Palp's power against him. In the prequels, Yoda is referenced as a great lightsaber duelist while Mace was referenced as being powerful. Mace overpowered Palpatine's lightning and turned it back on him.
