Ultra Instinct is taught by Whis during his training with his martial arts students, Beerus, Son Goku, and Vegeta. However, the art is very difficult to master, taking Beerus millions of years to do so but still has not mastered it. The art allows the person to be able to act without thinking.
Whis, who has completely mastered the technique, was able to fend off two Saiyan Beyond Gods with no trouble, handling them as if they were children. Gokū would later show off a mastered version of this technique as well, accompanied by a new form that incorporated this style on instinct.
Goku's Ultra Instinct
It's first achieved by Goku casting off his physical limits and digging into his deepest potential. In the manga, this was done by resisting a powerful attack, while the anime version of Goku achieved this form as the culmination of all of his martial arts training.
Through training, Goku developed the ability to utilize the Ultra Instinct Sign at will. Merus points out that at that point Goku was just one step away from achieving the full form and when he does he will be able to access it whenever he wants, and thanks to having become stronger, he will be able to keep it stable.
Merus – another Angel – also helps Goku, but Whis pushes Goku through and helps him become get accustomed to attributes of Perfected Ultra Instinct, like his energy clones.
Abilities. Whis is considered the most powerful being in the 7th Universe, which Beerus states that Whis is his master and stronger than he is. Whis also reveals during his training of Gokū and Vegeta that he has the power to go back in time three minutes before and alter events to prevent them from happening.
Beerus has said that Whis is stronger than him, and Whis once demonstrated this by knocking Beerus out with a single blow to the neck.
1 Autonomous Ultra Instinct
Autonomous Ultra Instinct is an incredible transformation, allowing Goku to become a natural fighter whose instincts were honed to such a massive extent that he didn't even need to think twice before engaging in battle.
By using his Ultra Instinct -Sign- form, Goku achieved True Ultra Instinct, which affords him the benefits of Ultra Instinct along with the willpower gained through his Saiyan emotions and is Goku's strongest form to date.
Unlike Ultra Instinct, Ultra Ego can be tapped into easily by the user once they awaken it completely. As seen during the Tournament of Power, Goku struggled to do that with his ability, and it wasn't until much later in the manga that he finally mastered it.
With the introduction of Ultra Ego, and confirmation from both Vegeta and Beerus that Ultra Instinct wasn't his style, he'll likely never achieve the form. Nevertheless, it remains one of the most tantalizing fantastical forms for fans of the franchise.
Goku achieves the ability to use Ultra Instinct Sign at will during his training with Merus, a trainee Angel who also possesses the Ultra Instinct ability. Later, Merus comments that Goku is one step away from having full mastery of the skill.
Hercules is the Olympian God of Strength, and he might be one of the unique ones on this list capable enough of matching and overpowering Ultra Instinct Goku in terms of pure strength. Being a Half-God, Hercules is nigh-omnipotent and invulnerable to almost anything.

As of the end of Dragon Ball Super, Goku is the only mortal to ever achieve Ultra Instinct and it seems he may hold the title indefinitely.

Ultra Instinct is an angelic technique/transformation that even cosmic gods like Lord Beerus have trouble mastering as the person (or deity) trying to harness it has to completely let go and allow their body to move freely of their mind, which results in their opponent being utterly incapable of hitting him.
As the main character, Goku eventually surpassing Beerus is all but guaranteed. After all, Goku's journey is one of encountering and overcoming obstacles. It was demonstrated with Demon King Piccolo, then Frieza, then Kid Buu. Beerus is yet another obstacle for Goku to overcome.
Whis is one of the strongest beings in existence, and interestingly enough, only his father and the Omni King are confirmed to be stronger than him.
Monaka was initially described as being a hero of his home world planet, Wagashi. At some point in his past, he was said to have fought against the God of Destruction Beerus. He managed to cause Beerus trouble, which makes him later claim Monaka as the strongest fighter he's ever faced.
