This is because Akira Toriyama has openly called this character Goku Black and it's far more likely he is an alternate version of Goku with linkages to the Supreme Kais from another universe, hence the Potara earring, rather than a grown up Goten or anyone else for that matter.

Goten Has Already Proven He Can Be Stronger Than Goku
Goten's name and abilities suggest that he is destined to be the true successor of Goku. As Dragon Ball's story continues to evolve, it will be interesting to see how Goten's character develops and how his connection to the heavens plays out.
Gohan Beast is Gohan's most powerful new form. Unlike the more straightforward Super Saiyan God forms, this one is based on Gohan's more animalistic transformations that he had as a child.
In the anime-only sequel series Dragon Ball GT, Goku is transformed back into a child by an accidental wish made by his old enemy Pilaf using the Black Star Dragon Balls while Pilaf was about to wish to take over the world.
Gohan loses the use of his arm in his final battle with Cell when he tried to save Vegeta from a blast intended to kill him and Future Gohan loses his arm completely after protecting Trunks from the androids.
