2 The Rinne-Sharingan gives frightful, god-like powers to its user (Naruto) The Rinne-Sharingan is the most powerful of eye abilities in Naruto. It is a combination of Rinnegan and Sharingan, first achieved by Kaguya Otsutsuki after consuming the fruit of the God Tree.
Her compound Rinne-Sharingan grants her a number of high-level abilities such as Dimensional Teleportation and advanced Genjutsu. Undoubtedly, Kaguya is the strongest Dojutsu user to exist in Naruto.
An advanced application of the Sharingan's basic genjutsu abilities this debilitating technique causes intense mental, emotional, and physical pain and agony in a target, essentially inducing a psychotic episode in the target.
Naruto's Three Great Dōjutsu -- Sharingan, Byakugan and Rinnegan -- are nearly all-powerful.
The Sage of Six Paths, Hagoromo Otsutsuki was certainly the strongest of all the Rinnegan users in Naruto. Unlike the other Rinnegan which are Kekkei Genkai, his was considered to be a Kekkei Mora, meaning its powers surpassed a regular Rinnegan.
The Rinnegan is an almighty Dojutsu known to be the strongest of all the Three Great Dojutsu. Being the eye of a god, it's no surprise that Sasuke's Rinnegan is extremely overpowered.
Kaguya's nine tomoe Rinnegan sounds like the most powerful, since it can cast Infinite Tsukuyomi and Dimensional Shifting. About Sasuke's six tomoe Rinnegan and Hagoromo/Madara's purple Rinnegan, I think they're tied.
Rinnegan
Rinnegan is the strongest eye from “Three Great Dojutsu”. Rinnegan is a rare power that only appears when someone receives chakra from the Otsutsuki Clan or their descendants or by combining Sharingan with Hashirama Cell.
The Jōgan (淨眼, lit. Pure Eye) is a mysterious dōjutsu that is implied to belong to the Ōtsutsuki Clan, and used by those who strongly inherited the powers of the clan[citation needed]. Boruto Uzumaki has so far been the only wielder of the dōjutsu, having awakened it in his right eye.
The Byaku Sharingan (白写輪眼, Literally meaning: White Copy Wheel Eye, Meaning (Viz): All Seeing Mirror Wheel Eye) is a kekkei genkai dōjutsu unique to Shinami, daughter of Shinzui Uchiha and Nakano Hyūga, believed to have originated from a spontaneous mutation that merged the Byakugan and the Sharingan.

Rinnegan can absorb and repel much fo what is sent against it, but the Mangekyo Sharingan offers such versatility and startling power that even a seasoned Rinnegan user would have trouble against someone like Itachi Uchiha or Kakashi Hatake.
The Mangekyo Sharingan is the evolved form of the Sharingan and one of the strongest known Kekkei Genkai in the entire Naruto series.
1 WEAKEST: Ketsuryugan
While it is powerful, it doesn't stand a chance when up against the likes of the Sharingan or the Byakugan.
Itachi Uchiha is the single most powerful character in the Naruto Universe. Masashi Kishimoto named himself Itachi Uchiha. He unlocked his power at a very early age, for example, unlocking his Sharingan at a very early age. When he was 11, he joined Anbu black ops.
While the sharingan excels at memorizing and copying jutsu, the byakugan is superior with regard to sensing and seeing chakra. They can see and feel chakra both outside the body, and inside it.
In Boruto chapter 78, the young Uzumaki finally lost his eye after Kawaki slashed right across it and, for a normal person, that would be enough to blind them forever. While this is true for Boruto as well, it also leads to the awakening of the Jogan.
So his uzumaki bloodline isn't enough to create a rinnegan. So this means that naruto and hinata together don't have either of the parts necessary to make a rinnegan.
The main reason why Boruto does not have a Byakugan is simply because Kishimoto, author of the titular manga, forgot to give it to him.
The Jogan is quite possibly the rarest Kekkei Genkai in the Naruto franchise as it is only wielded by Boruto Uzumaki in his right eye.
It was later confirmed that this was the name of Boruto's eye. The Jougan, also spelled Jogan in English, translates to pure eye. Boruto creators have yet to reveal why the kekkei genkai has been called the pure eye.
Wielding this power requires massive Chakra and talent; therefore, not everyone can use it. Sasuke Uchiha, Madara Uchiha, Nagato Uzumaki, and Obito Uchiha are the four main users of Rinnegan in the series. In terms of overall skills, Sasuke is considered the strongest among them.
As you can see above, the form Momoshiki took after eating Kinishiki gave him a different Rinnegan. Unlike the one Kaguya rocked back in Naruto: Shippuden, Momoshiki's Rinnegan is golden in color. So, you do not have to worry about getting his Dojutsu confused with anyone else's — well, for now.

Firstly i'd like to say that we all know that having a pair of Rinnegan is more powerful than having only one. Why? Here is an example: When Madara Uchiha used Limbo with one Rinnegan he only had 1 shadow but when he received his other Rinnegan, he was able to have 4 shadows using Limbo.
