Dr. Victor Von Doom, better known as simply Doctor Doom, is one of the main antagonists of Marvel Comics, most commonly serving as the main antagonist of the Fantastic Four franchise and a major antagonist in both the Spider-Man and the Avengers franchises.
Spider-Man 2099 is the most well-known hero in Marvel 2099 series. He is the futuristic version of Spider-Man, and has a a lot of crazy plot lines. The Marvel multiverse features alternate versions of heroes like Peter Parker/Spider-Man.

Doom is alloy, good and evil mixed together. Dr. Doom is a complex character morally speaking and as an example when a shadow version of him was created that should have theoretically been all good it was instead a mixture of good and evil as is Doom.
Other Marvel characters have lifted Mjolnir not through worthiness but through technicalities such as absorbing Thor's powers, including the Air-Walker, Awesome Android, Magneto, Rogue, Wonder Man, and Doctor Doom.

Doctor Doom is perhaps Marvel's strongest villain, but everyone forgets that lesser powered heroes like Spider-Man have defeated him!

Arrogance and Pride: Doom's excessive pride and arrogance (which has been further fueled by his mother), has lead to the loss of those he loves; with both his wife's and son's death and his mother's betrayal.
He was soon expelled for conducting unethical experiments. From then on, he blamed Reed Richards for the destruction of his face as well as his expulsion. Disgraced and bitter, Doom traveled the world.
One version of Spider-Man 2099 stands above the others, however, eventually becoming a vital savior to his entire timeline. As a result, he was able to even become worthy enough to lift Mjolnir, Thor's enchanted hammer.

While Batman Beyond is a skilled fighter, he's not the fighter Bruce Wayne was in his prime, and he just doesn't have the raw skill it would take to defeat an opponent with Spider-Man 2099's skills. At the end of the day, taking down Miguel O'Hara is simply beyond this Batman's abilities.

Doom even casually grants himself immortality entirely to pass through a barrier allowing his one true wish.

After unleashing zombies, androids, and giant insects on Doom, Thanos faces him personally, despite knowing he wields unimaginable power. It's at this point that Doom destroys Thanos, and yet this isn't where the conflict ends.
For all the damage Joker has done within the DC universe, he is far from its most powerful villain. Even though he can still be incredibly cunning at times, there is no way Joker would be able to win in a fight against Dr. Doom. With no actual abilities of his own, Joker has virtually no way to defend himself.
1 GALACTUS
Galactus is the eater of worlds and his larger than life existence puts him in a league far above that of Doctor Doom. Galactus vastly outmatches all brilliant life on Earth, including Doctor Doom and Reed Richards.
While this seems like an incredibly close battle, Doom just has the added advantage of being smarter than Arthur, assuming this is a one-on-one fight. Though it is totally possible for Aquaman to achieve victory, Doom still has a slight edge, making it easy to see who he would be the victor between the two.
Doom Slayer would easily get the upper hand early on thanks to his range. His weapons can unleash Hell on Kratos, thanks to the sheer variety of ranged pain at his disposal.
Doom guy probably has the strength of a Truck, ramming head on. But he could be even stronger then that, his Weapons, like the Unmakyr and BFG-9000 only further increase his Combat effectiveness, but the Slayer has defeated both Demonic and Makyr beings in Combat.
