It would depend on other traits. A very quiet person with anger or hate in his eyes, who stares at people, with aggressive attitude or body language, with weird or unexpected behavior… could be creepy. A very quiet person who smiles, looks like friendly and peaceful, would not be creepy to anyone.
Being silent might be an introvert's default position and where they feel at their most comfortable. Introverts tend to initiate conversations less and often energize from being alone rather than through social interaction. It's how we're wired, and it is a normal and healthy way to be.
Being quiet is not a bad thing. Being an introvert is not a sign of weakness. Shyness is something that can be changed. It's great that Tim Denning has pointed out, quiet people can change the world.

You'll find plenty of misconceptions about quiet people, e.g. being labeled as introverts, socially awkward and so on. This isn't necessarily true, and while not all quiet people are necessarily smart, highly intelligent people will often refrain from speaking if they are accessing a situation.

When a guy is with a shy girl, their protective instincts kick in stronger. And that makes them feel better about themselves. It allows their masculine side to come out more. They like to act as the girl's hero, and shy girls allow them to do that.
Quiet people have power because they are willing to spend more time and energy on self-reflection, which helps to know oneself, practice self, stimulate potential, and improve self-personality.

Well, yes and no. Introverts, like any other personality type, fall in love at a pace that is subjective to each individual. However introverts, unlike extroverts and ambiverts, don't share how they feel with everyone around them.
