Why did Zeus and Persephone have children together? Now, let me get this straight: Persephone did not romantically love Zeus or wanted children with him. It was Zeus who thought she was pretty and beautiful so he slept with her.
Zeus was forced to make a compromise between Demeter and Hades in their claims to Persephone. He arranged a plan for Persephone to spend four months with Hades as his queen, one for every seed of the pomegranate she had eaten. The other eight months she would return to her mother.
He desperately wanted her to be his Queen of the Underworld. So, one day he approached Zeus asking for permission to take Persephone as his Queen. With little concern for how Demeter would respond to such a request, Zeus agreed and Hades was given consent.

Persephone's jealousy suggests she might have loved Hades
In Ovid's famous text Metamorphosis, Hades has an affair with a young Nymph named Minthe. Persephone, now in her later years, was so incensed with jealousy that she turned Minthe into a mint plant.

Some Greeks feared her even more than Hades, reportedly using her name to curse enemies. She was in no way weak and was one of the few who personified duality by being able to hold the roles Queen of the Underworld and a Spring Goddess. Part of that was due to Hades supporting her in both roles.
Zeus's Favourite Child Was Possibly Athena, Goddess of War
Perhaps partly because of the strange circumstances of her birth, Athena is often cited as Zeus's favourite child. He also greatly admired her strength of character and fighting spirit.
Persephone's Children
Though a maiden goddess, zealously defended by her mother for a long time, Persephone did eventually have two children, a daughter named Melinoe and a son called Zagreus.
The god Hephaestus once attempted to rape Athena, but she pushed him away, causing him to ejaculate on her thigh. Athena wiped off the semen and threw it on the ground, which impregnated Gaia.
Zeus finally became enamored of the goddess who was to become his permanent wife — Hera.
Hades: The Most Loyal Greek God
The Greek god Hades is comparatively a better husband than his peer gods. Whilst Zeus and Poseidon – Hades' brothers – are widely known for their affairs, Hades remained loyal to Persephone.
A while later, he rapes her, she agrees to marry him and they create a family on Mount Olympus, the Deities' new home. Unfortunately, Zeus constantly cheats on Hera and he has done it over a hundred times, but in the end Hera always forgives him.

Looking into the myths about it, there were two other women than Persephone but going by the stories, he never cheated on her.
