Henry Creel (Vecna) got his powers from an accidental, traumatic encounter as a child in the 1950s, where he was transported to the Upside Down (the Abyss) and exposed to the Mind Flayer's influence, which awakened latent psychokinetic abilities, later enhanced by his capture and experimentation by Dr. Brenner, and fully unleashed by Eleven during their final battle, sending him into the Upside Down to become Vecna.
Dimension X is a completely different plane of reality. This is where all the monsters we see in Stranger Things actually come from. This is also where Henry Creel was first exposed to the Mind Flayer and got his powers when he was teleported there as a young boy.
How did Vecna acquire his psychic powers in Stranger Things? Henry Creel, known as Vecna or One (001) in Stranger Things, gained his psychic abilities after a journey to Dimension X. As a test subject for Dr. Martin Brenner, he became a representative for the Mind Flayer.
In "Hour of Power", Henry gains super-fast reflexes during the fight against Captain Man's former sidekick Drex. He received this power after he breathed the fumes of a foreign lizard and a black shag spider. Later, it was named Hyper-Motility.
However, Eleven overpowered him and sent him through a gate to the Upside Down, where he gradually transformed into the being known as Vecna.
Before they embark into the Upside Down, Will comes out as gay to his family and close friends, explaining that Vecna showed him visions of his failed and distant relationships with his loved ones after they learnt the truth.
In reality, he was taken into custody by Dr. Brenner, as his mother wanted. At Hawkins National Lab, Henry became Brenner's first test subject and was given the name of Subject 001 "One".
In 1959, Brenner was contacted by a fearful woman whose son, Henry, displayed unusual behavior. Shortly after, Brenner discovered that Henry possessed dangerous psychokinetic abilities, and had killed his mother and sister.
Hyper Motility: Mistakenly thought to be a disease by the Swellview public, he received this power after breathing the poisonous fumes of a South African Bush Lizard and a Black Shag Spider; he sacrifice this power forever when he touched the antivirus to save the world.
Her superpower is Mighty Shout, which allows her to unleash a sound wave of destruction!

Eleven's "kryptonite" in Stranger Things Season 5 is a military-developed sonic weapon, often called the "Hedgehog," which emits a crippling, high-pitched frequency that overloads her psychic powers, causing intense pain and nosebleeds, possibly linked to the powers of Kali (Eight). This technology, developed by Dr. Kay, specifically targets psychics, effectively neutralizing them in ways her own emotional limitations or physical strain (like nosebleeds) couldn't, and it's the first time she's been completely shut down by an external force.
But Will will be so much more powerful because this happened in The Upside Down where he has the powers of Vecna, not from Henry in The Right Side Up (Earth). So, Will is essentially 019 and has greater powers than Eight and Eleven.
Hoping to recreate Henry's powers in other individuals, Brenner began a new MKUltra subprogram - codenamed "Indigo" - in which volunteer test subjects took experimental drugs while placed inside sensory deprivation tanks; these women also received transfusions of Henry Creel's blood.

In the Upside Down, a vine/tendril from the hive mind (later revealed to be connected to Vecna and the Mind Flayer) was inserted into Will Byers' mouth, extending down his throat and into his lungs, essentially "impregnating" him to grow larval creatures (slugs) and use him as a living conduit to the human world, which gave him the special connection to the Upside Down that he later developed.
Yes, in a way, Eleven inadvertently created Vecna by overpowering Henry Creel (001) and banishing him to the Upside Down, where the toxic environment and psychic energies transformed him into the monster we know as Vecna. While Henry/Vecna was the original, Eleven's act of sending him to this dimension is what directly caused his grotesque transformation and the existence of the Upside Down as a hostile dimension, linking them inextricably.
