The 3-1-1 rule basically states that all liquids must be in a container that is 3.4 ounces or smaller, and all of your carry-on liquids must fit in one clear, quart-sized bag. This rule applies to all sorts of everyday items, like sunscreen, makeup, lotion, and shampoo.
The Department for Transport defines liquids as “including creams, lotions, oils, perfume, mascara and lip gloss”. The Civil Aviation Authority confirmed this for us, advising that they would “recommend putting cream-based makeup products in the plastic bag provided for liquids.”
However, when packed in carry-on bags, makeup in a liquid, lotion, gel, paste or creamy form, must be in containers that are 3.4 ounces or less. You can take as many travel-sized liquids as you can comfortably fit into one quart-sized, zip-top bag. One liquids bag is allowed per passenger in carry-on bags.
Because of security restrictions and airline requirements, carry-on liquids need to be in 100ml (3.4 oz)containers (or smaller), so opt for buying travel size makeup products, or decant them into reusable travel containers or silicone squeeze bottles.

Regular razors, which do not require batteries, can be brought in either checked or hand luggage, depending on your preferences. However, you must carry battery-powered shavers (with built-in or detachable batteries) in your hand baggage.

You can take one clear bag per person, so it's wise not to bring too much liquid with you, even if it's in containers of less than 100ml. If you use a lighter, you can take one on board in the same clear plastic bag.

Since toothpaste is considered a liquid, paste, or gel by the TSA, most of us toss those tiny one-ounce tubes in our carry-on bags. However, if you want to ditch the hard-to-recycle packaging, consider toothpaste tablets, an ecofriendly alternative that's not subject to the 3-1-1 rule.
From freshening up your skin, removing makeup, mopping up spills, these multi-purpose beauties are a staple in my travel kit. Plus they don't count as a liquid! Deodorant sprays and makeup removers can easily be replaced with baby or face wipes, which are not counted as a liquid.
