Circumcision is a procedure where the foreskin is removed exposing the head of the penis. Newborn circumcisions are mainly performed for cultural or religious reasons and it is a relatively rare procedure in the UK.

Rickwood et al. reported that the proportion of English boys circumcised for medical reasons had fallen from 35% in the early 1930s to 6.5% by the mid-1980s. As of 2000 an estimated 3.8% of male children in the UK were being circumcised for medical reasons by the age of 15.
This confirms that male members of the British royal family were circumcised for at least two generations, there is no evidence as to whether Princes William and Harry chose to carry on the practice with their own sons, Princes George, Louis, and Archie Harrison respectively.

It's rare for circumcision to be recommended for medical reasons in boys. This is because other less invasive and less risky treatments are usually available.
Circumcision isn't common in London or the rest of the UK. Only about 8.5% of boys and men in the UK are circumcised. When circumcision is performed on newborn babies, it is mainly for social or religious reasons.
Non-medical male circumcision, when the foreskin of the penis (most commonly of an infant child) is removed, is a lawful practice in the UK if there is consent from both parents. The majority of male circumcisions are carried out for religious reasons and are common practice in Jewish and Muslim communities.
However, most medical bodies in developed countries, including in Australia, New Zealand and the United Kingdom, take the opposite view. They do not recommend circumcision because they believe that the potential benefits of the procedure are outweighed by the associated risks.
In Japan, routine male circumcision has never been implemented for newborns and children, and adult males are mostly circumcised at aesthetic clinics. However, media reports indicate a trend of Japanese mothers willing to have their sons circumcised.
In New Zealand and Australia at the present time, newborn and infant male circumcision is legal and generally considered an ethical procedure, if performed with informed parental consent and by a competent practitioner with provision of adequate analgesia.
Prince Harry revealed in his memoir, Spare, that despite the rumors, both he and Prince William are circumcised.

Eventually, the foreskin should be retracted far enough during urination to see the meatus (the hole where the urine comes from). This prevents urine from building up beneath the foreskin and possibly causing an infection. As long as the foreskin doesn't easily retract, only the outside needs to be cleaned.

It depends on the community. We are currently working with a Mennonite community and all the boys that have been born were circumcised. There is an Amish community downstate that doesn't circumcise. So it really depends on the community as to what they practice.
Newborn Circumcision Rates
Today, around 1 in 5 newborn boys in Australia, approximately 20%, undergo circumcision. This marks a significant shift from the mid-20th century when the procedure was far more routine.
There are no systematic reports of accurate prevalence of circumcision in Latin America, but isolated reports from selected groups from Latin American and the Caribbean ranging from 5% in Dominican Republic and Haiti to 11% (Panama, Costa Rica and Colombia), and 38% in Mexico.

It is thus clear that there is no tradition of circumcision among the British royal family. If Prince Charles and the sons of George V were circumcised, it was not because Victoria believed herself descended from King David, and certainly not because a family circumcision tradition was introduced by George I.
