Yes, Cora did love Rumpelstiltskin, so much so that she ripped out her own heart to stop loving him and chose power over their relationship, but she also manipulated him and desired his power, making their love a complex mix of genuine feelings, ambition, and weakness. She admitted to him that he was the only man she truly loved, but saw that love as a weakness that prevented her from achieving her goal of becoming powerful, leading her to remove her heart and break off their romance.
Rumple and Cora wasn't true love. They both loved power more than they loved each other.
