You won't lose photos on your device if you choose to "Keep Data" when signing out, but photos stored only in iCloud linked to the old ID will be inaccessible unless you sign back in; to transfer them, ensure iCloud Photos is synced, then sign out, choose to keep data, sign in with the new ID, and merge data if prompted, or use Family Sharing for purchases, but be aware apps and media stay with the original ID.
Set iCloud Photos to download all content. Once it's downloaded turn off iCloud Photos and sign out of iCloud. Choose not to keep any other data on the device or it will merge with the other account. Sign in to the new account, and turn on iCloud Photos and all synced items.

If you no longer use the primary email address that's associated with your Apple Account, or you no longer have access to it, you can change it. You won't lose access to your contacts, purchases, or other account information.
