Koro-sensei wasn't saved because, despite the students' ingenious plan to reduce his explosion risk to under 1%, the world's governments deemed any threat of Earth's destruction unacceptable, and Koro-sensei himself chose to fulfill his promise to be assassinated by his students before the deadline, viewing it as a necessary lesson in self-sacrifice and allowing them to live their own lives after his death. His death, though sad, was meant to be a bittersweet conclusion, solidifying the bonds and growth within Class 3-E and ensuring they could move forward.
The pair kept their vow and returned to ambush Korosensei but he was rescued by the students who were none too pleased that they were used and almost killed indirectly by Shiro.
Before dying, Korosensei conducts a final roll call with Karma first to respond. After Nagisa finally kills him and Korosensei disappears in particles of light, everyone starts crying including Karma.
Nagisa is seen as one of the weakest students in the class due to his small stature and mediocre physical abilities that are comparable to some of the girls in the class.
