At one point, Nancy Wheeler entered the Upside Down through a temporary gate the Monster had made in the base of a tree. She realized it was dangerous to stay in the dimension, quickly leaving before the Monster could find her.
Then, the origins of the hive mind became clear. Volume 2 brought the revelation that Vecna was actually in charge of the Upside Down and had been since Eleven banished him there in 1979.
Brown is likely right in saying that no one created the Upside Down and that the parallel dimension has always existed. And if the boys' science teacher was right in saying there are “infinite variations” of our world in alternate dimensions, there could even be several versions of the Upside Down out there.

The orderly, who befriended Eleven because she was the most powerful subject, tricks her into removing a chip in his skin. It turns out that the orderly is the mysterious Number One, a man named Henry Creel who came under Brenner's care after killing his parents.
In the final episode of Stranger Things 4 Volume 1, it's revealed that Vecna isn't native to the Upside Down, but was banished there by Eleven after he gruesomely massacred the Hawkins National Lab.
In season 4, Peter Ballard notes that Kali was no longer at the lab in 1979. Given Kali's powers, it seems pretty self-explanatory as to how she was able to escape the lab. She either made herself invisible or was able to escape after manipulating the minds and visions of the guards.
When Eleven realized what Henry had done, she summoned an enormous amount of power and defeated the older man. Her psionic abilities were so advanced (even at the age of about 7 years old) that she opened a gateway between dimensions and banished Henry into the Upside Down.

She Doesn't Have a Great Aim
After the Hawkins team develops a plan to defeat Vecna, Nancy is in charge to blow his head up with a shotgun. However, either she didn't have a great aim or she was trying to play it safe because she didn't hit him in the face even once, and that may be the reason why Vecna is still alive.
Ultimately, it is revealed in Stranger Things season 4's finale that the reason why Vecna was killing Hawkins teenagers was to create a massive gate that merges the Right Side Up with the Upside Down - and he specifically needed four bodies to do so.
We still don't know why Vecna waited seven years after being banished to the Upside Down before starting his murderous rampage. At this point, I'm not sure we ever will. However, it's not like Vecna was twiddling his tentacle-y thumbs for seven years.

Birth and early life. Henry Creel was born in 1947 to Victor and Virginia Creel, and had an older sister by three years named Alice. He did not fit in with his peers; his father described him as a "sensitive" boy.
The existence of Eleven's lost sister Kali, also known as 008, created a few Stranger Things plot holes. Vecna's powers could be key to solving them. Largely considered a plot hole since Stranger Things season 2, Kali's character could actually be explained by Vecna's powers.
While intending to get his revenge on Eleven and Brenner, Vecna also goes after victims who have dealt with traumatizing experiences in the past (reminiscent of his childhood and his time at the Hawkins lab).
At his empire's height, Vecna was betrayed and destroyed by his most trusted lieutenant, a vampire called Kas the Bloody-Handed, using a magical sword that Vecna himself had crafted for him, now known as the Sword of Kas.
Realizing he had tremendous psychic power, he haunted his family with visions before ultimately killing most of them. His father was framed for the murders and locked away in a mental hospital as a disturbed serial killer. Henry then found himself in the care of Brenner, who decided he wanted more kids like the boy.
Music evokes strong memories that are both good and bad, so it makes sense that it could open a doorway out of the oppressive alienation of trauma, despair, and guilt that Max found herself in.
Sharing more about Eleven's real father Andrew Rich could be a great way to wrap up the story. Even if Andrew is never part of Stranger Things, that would still work, as the mystery surrounding where Eleven comes from does have some merits.
