This is typically because you don't have any internet access when you try to send a message, the user has not logged into Facebook, or you've been blocked on Messenger.
This means the message has been sent, but is not yet delivered, and the recipient cannot view it. The third is a filled-in blue circle with a white checkmark, which means your message has been delivered, and is currently on the recipient's phone, though he or she is yet to view it.
If you send a message to someone and the message is not delivered, meaning that only an unfilled check mark icon appears, it generally means one of two things: The user has not logged into Facebook. The user has blocked you on Messenger.
The blue circle with the check next to your message means that your message was sent. A filled-in blue circle next to your message means that your message was delivered. And, when a friend has read your message, a small version of your friend's photo will appear next to your message. | Facebook.

And there is a difference between the two. For Messenger, “sent” just means Messenger has gotten your message and will deliver it to your friend. And “delivered” means that your friend has received the message, but hasn't viewed it yet.
Filled Grey Circle with a White Tick
It has only been received by their network or their phone, and they will be notified about the message that you have sent. People might get confused between the grey tick and the white tick. While the icon for both is similar with a slight change in the color.
The recipient simply might be logged out of their Facebook account and Messenger app. If you send him a message that's not delivered, it might mean he is offline. Have patience and see if the message changes to the delivered status once the recipient logs in.
The person you're trying to reach could be offline. While you can shoot them a message, Messenger will deliver it only when they're back online. Another reason may be that the recipient has logged out of the app. As soon as they log into Messenger again, the message status of your text should become “delivered.”
The receiver is logged out of Facebook
Once that you sent a message to a person on Facebook or in messenger who is actually not online, automatically, the message will appear as sent but not delivered to the receiver.
If the other person's delivery icon changes from Sent to Delivered and yours is still showing Sent, it means they have Ignored you.
If the circle remains white with a checkmark in the middle, your message was sent but not delivered. This might mean the person has blocked you. Next, head to Facebook and search for this user's profile. If their profile doesn't pop up, they've either deleted it or they've blocked you.
If the message sends as normal, your friend hasn't blocked you on Messenger. But, if you're told "Message Not Sent" and that "This person isn't receiving messages at this time" this means either: You've been blocked on Messenger but not Facebook. You've been blocked on Facebook itself.
Instead of blocking a person, you can restrict them. This means the conversation is moved from your chat list and they can't see when you're active. Step 1 – from Chats, long press the chat of the person you'd like to block and tap Restrict. Step 2 – tap Restrict [NAME] at the bottom of the screen.
Sent: it got to the server from your phone. Delivered: it got to the recipient from the server.
“The last message that you know was received and responded to…should have a 'delivered' status,” Lavelle explains. If, under the messages you've sent after that, you don't see that “delivered” notification, that could mean that person has blocked you.
Check for the Read Receipt
It is a small circle with the person's profile picture inside. If you see this next to your message, it means they have read it. Remember that the person you're messaging can turn off read receipts, so this method isn't foolproof.
Then, once you see the solitary grey tick, the next step is seeing the two grey ticks side by side. The two grey ticks mean that the message was successfully delivered to the recipient's device.
You may notice that some of these connections have a blue ring surrounding their profile picture. This blue circle is not arbitrary and actually serves as a visual indicator that the person has recently shared new stories on Facebook.
Android users may determine if someone has blocked their number by checking notifications. If the “sent” icon changes to “delivered,” the receiver is likely not blocked you. On the other hand, if it stays on “sent,” there's a good chance they have blocked your number.
If you send a message as a regular SMS in the green text bubble and you do not get a “Delivered” notification but instead get a notification similar to “Message not Delivered” or no message at all, that means you were probably blocked.
Things You Should Know
Someone might be avoiding you if they stop calling, texting, and contacting you altogether. If you try to talk to them, they might avoid eye contact with you. Try confronting the person if you feel they're avoiding you. Ask them why they're doing it—or apologize if you know you made a mistake.
The “Ignore Messages” function tackles this very situation. It's found on PC and desktop applications, but not on mobile apps, where it's called “restrict” instead. With restrict, you can ignore conversations and calls from a person or group.
