The reason Black Noir does not look like Homelander is due to significant changes between The Boys comic books and the Amazon TV series. The original comic book storyline is different from the path taken by the TV show's creator.
Appearance. Black Noir is a man wearing a black skin tight suit. Behind his mask he looks identical to Homelander, sharing his blonde hair, fair skin, and blue eyes.
Speaking to Variety, Kripke addressed how the comic twist revealed Black Noir as a deranged Homelander clone framing Homelander for heinous acts. However, he opted not to pursue this storyline for the show.

Amidst an attack on their camp by Nicaraguan and Russian soldiers, Noir led Payback in cornering and attacking Soldier Boy. They eventually succeeded in subduing him, though not before Soldier Boy left Noir permanently disfigured, mute, and brain damaged.
Black Noir's durability and strength surpass Homelander's, as seen in their final fight. The grand finale of The Boys comic book series confirms that there is only one hero who is actually stronger than Homelander, and that's his (even more) evil clone, Black Noir.
After taking V24, Butcher returns to Gunpowder, beating and interrogating him, demonstrating superpowers including super durability, super strength, and laser vision.
Powers. Noir flying Black Noir II possesses the ability to levitate and propel himself through the air at rapid speeds. While in the air, he can briefly withstand tremendous forces, such as rapid gunshots. However, Black Noir II is not allowed to fly in public for the sake of maintaining character.
Homelander can't see through zinc.
Together, this makes it easier for x-rays to penetrate zinc than lead. So why can't Homelander see through zinc, but (supposedly) see through lead? It could be that the x-rays he emits correspond to a wavelength that zinc absorbs more than lead does.
These depleted uranium bullets were also key in weakening Black Noir, a character stronger than Homelander, to the point Butcher can kill him.
Mental Illness: His unstable mind causes him to lose control and reveal his true colors. This eventually leads to his downfall at the hands of Butcher and the military after being greatly weakened by Homelander. Blunt Force/Limited Durability: Despite being more powerful than Homelander, Black Noir is not immortal.
Black Noir is a mysterious and highly skilled Supe from *The Boys*, known for his silent demeanor, lethal efficiency, and unwavering obedience to Vought International. Dressed in an all-black tactical suit and mask, he operates as a covert enforcer whose presence alone is enough to unsettle both enemies and allies.
He sobbed because of how HE was “betrayed” because of what that meant for HIM. He doesn't care about anyone other than maybe Ryan . Black Noir was quiet and obedient allowing Homelander to pretty much see whatever he wanted when interacting with him.

The character of Billy Butcher can be seen as a direct parody of The Punisher from Marvel. Both these characters operate outside the law using violent means and are highly skilled in combat.

Despite being referred to as a "brain tumor", Kessler in actuality seems to be a worm-esque parasite existing under Butcher's skin, generally around the brain region. Homelander refers to it as a black mass swirling around his brain, implying the existence of many worms that function as a single entity.
