Moreover, there are attempts to label it as a contributor to cleanliness / personal hygiene. These are done largely to grant the practice scientific legitimacy and a moral foundation.

Being cut or uncut doesn't have enough effect on your risk for most conditions to universally recommend the procedure. It doesn't affect your overall sexual health. The major difference is that if you're uncut, you'll need to wash regularly under the foreskin to reduce your risk for infection and other conditions.
FACT: No medical organization in the world recommends routine infant circumcision. Circumcision is neither necessary nor guaranteed to prevent any disease. A person's behavior is always going to be more important in preventing disease than whether or not he has a foreskin.
