Thor's cut from Kratos's Leviathan Axe didn't heal in God of War Ragnarök because the axe was imbued with the venom (Eitr) of the World Serpent, Jörmungandr, a poison that prevented Thor's innate godly healing, making the wound permanent and mirroring the mythological Ragnarök where the serpent's venom ultimately kills Thor.
But due to the Eitr poison of the axe the belly wound has not healed. Thor is the god of strength and thunder so his regenerative capability may not be incredible but it still is good. He is also the sworn enemy of Jörmungandr so that might have something to do with it.
