Angel told Buffy this at the last minute. He confessed he loved her completely, but they couldn't be together when it cost her life and the people they still needed to help against the evil forces.
In Buffy the Vampire Slayer the TV Show, they do not end up together in the end. At the end of the show, she is not in any romantic relationship. In Angel, she shows up sometimes but once again it doesn't end up with them together.

Angel lost his soul twice: first, when he slept with Buffy Summers, and again, due to a spell. On both occasions, he reverted to his identity as the murderous and twisted Angelus, and sought to sadistically punish the people around him until his soul was restored again.
Although uneasy about trusting a vampire, Buffy and the Scooby Gang eventually come to view Angel as an ally. In the second season (1997–1998), Buffy and Angel's romantic relationship develops and the pair make love in the episode "Surprise".
