Some Titans can talk because they are either Titan Shifters (inheritors of the Nine Titans) with the right mouth structure for speech, or they are Abnormal Pure Titans retaining fragments of human consciousness and willpower, allowing them to form words despite lacking vocal cords, a phenomenon creator Hajime Isayama called a "glitch" or anomaly. The ability depends heavily on the specific Titan's anatomy (like Ymir's Jaw Titan having lips) and the shifter's control, with some Shifters like Zeke and Pieck talking while others like Eren (initially) and Porco (Jaw Titan) couldn't due to physical or other limitations.
We have Beast, War Hammer, Cart, Ymir's jaw, Connie's Mum and Ilse's titan that can speak. Whether a titan can speak or not is random. There were probably other pure talking titans but anybody who heard them was likely eaten so nobody knew titans could talk until Ilse discovered it.

The Cart Titan is in no way a weak link, but it can be considered the weakest of the Nine. Held by Pieck Finger for the run of the show, the Cart isn't built for direct combat or known for its overpowering strength.

After the end of the manga, we learnt that Eren killed 80% of humanity and the 20% of it mostly lived in Paradise Island. What was believed to be a lie at the start, turned out to be a reality in the end.
With Shiganshina secured, Eren and his friends learn of Grisha's past once they reach the Yeager family basement: Zeke is revealed to be Eren's half brother and Grisha's first son, and the people within the walls are revealed to have originated in another nation named Marley.
Zeke's Beast Titan was able to exercise some control over Pure Titans that he created through his screams. Zeke's Beast Titan was able to direct the actions of Pure Titans and could command them to move, resist the urge to eat humans, and stay in place.
While it has not been performed by every Titan that has been shown, it is noted in the series that all Titans can harden with enough practice and training. Hardened materials on Titans were shown to be penetrated by Thunder Spears, sheer strength (presumably by another Titan), or the power of the Founding Titan.

As later revealed, this is due to Mikasa's father being a descendant of the Ackerman clan, an Eldian bloodline that was genetically modified to create super soldiers equal to a Titan in strength, originally designed to protect Eldia's king.
A reference to Norse mythology, where Ymir, the first Jotun/Giant/Titan was killed by his/her children and split into 9 parts, which became the 9 realms, all connected through Yggdrasil, the World Tree. It's just not possible to split the Titans powers into more than these 9.
Ymir's curse gave Titan shifters the 13-year time limit. Pure Titans (and the humans they're made of) don't age. The people they're made out of are in suspended animation until they become human again.
