It's pretty clear that Dooku is meant to be a step above Maul. The only edge Maul has is durability and raw explosive physicality due to being much younger but it's not something Dooku wouldn't handle IMO. If Episode 1 Obi and Season 7 Ahsoka can outplay Maul then what hope does he have against Dooku?

Dooku was an old man, and Anakin was an immensely powerful well of potential that Palpatine had been guiding and influencing since he was ten years old. Dooku was a very useful tool, but didn't fit the long term goals of Palpatine's plan.
Star Wars is all about matchups. Anakin can beat Douku, Obi Wan can beat Anakin, but Obi Want can't beat Douku. Douku is just a bad matchup for Obi Wan similar to how Obi Wan is a bad matchup for Anakin. Edit: the easiest way to Increase Obi Wans odds are by removing the force in their fight.
