Yoda at his peak is weaker then Episode 3 Palpatine and he fully admits that he cannot beat him, the narrator states he cannot beat him. And that is Palpatine roughly 30 years before being at his strongest. Rick Sandy Yoda literally says himself in Legends that he cannot beat Palps.
