Zoro is perceived as the vice captain of the Straw Hats. He is arguably Luffy's most loyal crewmate. He has displayed the most respect and dedication to Luffy by following his orders, proclaiming promises, and being the most vocal about Luffy achieving his dream of becoming the Pirate King.
That said, there is one crew member who stands above the rest in terms of loyalty to Luffy: Roronoa Zoro.

Her ability is known to be great enough to destroy the entire world and Luffy is her guide. Her existence alone can bring the entire world to heel and now that she has gained full control over her ability, it goes without saying that she is quite likely the greatest ally that Luffy has so far.
Zoro seems to have the most respect and loyalty for Luffy, not only as a captain but due to their mutual understanding of each other.
Nami and Sanji, the pairing the manga itself harps on most, as well as the one most fans talk about. Some are against it due to how big of a perv Sanji is and how he loves every woman he sees.

Out of all the Straw Hats, Usopp is easily the least loyal. Not only did he nearly abandon the heroes amidst their darkest hour at Dressrosa, but he also fought Luffy directly for the rights to the Going Merry.
Boa Hancock is one of the Seven Warlords of the Sea and also the only female in that group. She's also in love with Luffy. She is the only female so far to possess Haoshoku Haki. She consumed the paramecia-type devil fruit known as the Mero Mero no Mi.
Nami was one of the first characters to join the Straw Hat Pirates, and remains an extremely important character to the story. When it comes to strength, she's the weakest member of the crew, which is why she often relies on clever tricks and strategies in battle.

Despite his perverted nature, Nami trusts Brook as much as she trusts the rest of her crew as well as his talents as a swordsman. She also enjoys listening to his music like the others.
Nami and Usopp are the two strawhats Luffy has the closest relationship with.
Boa Hancock

Luffy wants to be the king of the pirates. So marrying Boa Hancock right now would only get in the way of that, because he can't balance between both his dream and goals, and a family, at the same time.
Mutual trust - Zoro and Nami have established a great sense of mutual trust. Tsundere - Zoro has a heart of ice, as he does not show his emotions at all. Although he is characterized in this way, he cares a lot about Nami. In-Series Nickname - Sometimes Zoro likes to call Nami "witch".
Clearly, Vivi has a deep love and admiration for the Straw Hat crew. However, that's where the relationship ends. There was never anything that deeply personal between Luffy and Vivi. Plus, Vivi literally has her childhood friend, Koza, acting as a more direct and consistent relationship.
