1) Beerus. Although Jiren is said to be able to defeat a God of Destruction, it's unlikely Beerus is at risk of suffering that defeat. Beerus has yet to use 100% of his powers in Dragon Ball Super thus far, whereas Jiren at 100% struggled against Mastered Ultra Instinct (MUI) Goku.

As the main character, Goku eventually surpassing Beerus is all but guaranteed. After all, Goku's journey is one of encountering and overcoming obstacles. It was demonstrated with Demon King Piccolo, then Frieza, then Kid Buu. Beerus is yet another obstacle for Goku to overcome.

Beerus has said that Whis is stronger than him, and Whis once demonstrated this by knocking Beerus out with a single blow to the neck.
The Grand Priest ( 大 だい 神官 しんかん , Dai-Shinkan; FUNimation "Grand Minister") is an Angel, who serves the Zen'ō. He is also the father of Martinu, Vados, Whis, Marcarita and Kusu.
No because of a loophole in angel laws. Whis didn't directly kill Freeza even though he knew damn well Goku would get him. He didnt interfere directly, and he was doing it as training for Goku, teaching him a lesson. The fact that Goku was able to "help" because of it is only indirect.

Piccolo, the demon king as he was known for a while, was, in the factual sense of the word, the first to give Goku his first experience of death.
Whis and Vados might be two of the strongest Angels, but they're still nothing compared to their father. The Grand Priest is said to be the most powerful of all the Angels, and he serves as the right-hand man to the Omni King himself.
1) Whis. While Goku's meteoric growth during the Moro arc and since have been incredibly impressive, it's unlikely he can defeat Whis yet. While his fight with Moro showed he can beat another Ultra Instinct user, Whis' Angelic heritage and proficiency is unfathomable.
