The amount of tails on a tailed beast shows the amount of chakra and power that the beast has so that means the weakest tailed beast is the 1 tails shukaku, and the strongest is the 9 tails
Zero Tails [Reibi] was a demon who appeared as the final antagonist in Naruto Shippuden the Movie: Bonds. The Zero Tails was created by the dark thoughts and feelings of all the oppressed people. The creature creates a large amount of Dark Chakra that the Land of Sky used to power themselves and their weapons with.
This Tailed Beast is capable of destroying the world if it wanted to. Kurama in Naruto stated that no matter what it throws, it will not be able to defeat the Ten-Tailed Beast. The difference in power levels is far too high, which is why the Ten-Tailed Beast is stronger than Kurama in the Naruto series.
Itachi having the Mangekyo Sharingan meant that he could simply control the power of the Nine-Tails and make it obey.
He can also link up with ten tails in his ten tail Jinchuriki form and immediately take down Kurama without struggling too much. Despite Kurama being the strongest among the nine tailed beasts in the Naruto series, he doesn't stand a chance against Madara.
While the Six-Tailed Saiken may boast quite a bit about himself, he's arguably the kindest of all the Tailed Beasts. He may be a slug, but he helps his jinchuriki Utakata heal, and even saves a girl named Hotaru without taking over. He is extremely amicable towards Naruto and the two bond well.
One-Tails - Shukaku
Shukaku is most closely affiliated with the Hidden Sand village, and his first known Jinchuriki was the priest Bunpuku. The clergyman was followed by another host not important enough to be named, before Shukaku was placed inside an unborn Gaara, still in his mother's womb.
Because Tailed Beasts are life-forms made of pure chakra, they are eventually reborn after dying. They will always come back, but until that happens, they're factually dead. So, deliberately creating some new Tailed-beasts to get Kurama back does not seem like something Naruto would do.
It turns out the Tailed Beasts never actually die, but they reincarnate over the years. The first instance of a Tailed Beast dying happened with Isobu. The monster was killed alongside his host, and it forced the beast to reform over the years.
Shukaku (also known as the One-Tail) is a character in the Naruto series. It is a Tanuki-like sand demon who is one of the nine Tailed Beasts. It used to be sealed inside Gaara in the beginning of the story.
Kōjin (コージン, Kōjin) more commonly known as the Eleven-Tails (ジューイチビ, Jū-ichibi) is the only known artificial tailed beast in the ninja world.
Obito as the Ten-Tails' jinchuriki. Despite outclassing every ninja who faces him, Obito is backed into a corner by the combined efforts of Naruto along with the Second and Fourth Hokages. Obito then unleashes the Ten-Tails, which undergoes one more metamorphosis, this time becoming the God-Tree.

During the battle between Gaara and Deidara, Gaara manifested Shukaku's arms several times to attack the Akatsuki member. After Deidara defeated Gaara in combat and took him to Akatsuki's lair in the Land of Rivers, Shukaku was forcefully extracted from Gaara and placed within the Demonic Statue of the Outer Path.
Yugito Nii (二位ユギト, Nii Yugito) was a jōnin from Kumogakure and the jinchūriki of the Two-Tails, Matatabi.
Matatabi (又旅), more commonly known as the Two-Tails (ニ尾, Nibi), is one of the nine tailed beasts.
At some point, Utakata became the jinchūriki of the Six-Tails, Saiken. At first a loyal shinobi of Kirigakure, he left the village during the "Bloody Mist" era and was captured many years later by an unspecified member of Akatsuki. Having Saiken extracted from his body, he died at the age of 26.
Shukaku also known as One Tails is a beast who easily gets angry, and speaks in an incomprehensible dialect when enraged.
1) Madara (Edo Tensei)
Not only did Madara have access to the perfect Susanoo, he was also aided by the power of the Rinnegan. It may take some time, but there is no doubt that a ninja as skilled as Madara will eventually defeat the Ten-tails.
2) Kurama. Kurama, the nine-tailed beast, is the strongest among the nine-tailed beasts and uses wind and fire release. Kurama was strong enough to completely overwhelm Minato, which is a testament to the strength of this tailed beast.
Black Zetsu was central to one of the biggest shocks in Naruto during the 4th Great Ninja War. It was he who stabbed Madara Uchiha in the back and struck him down when he was at the pinnacle of his powers. Zetsu was then revealed to be the perpetrator of the plan to bring Kaguya back.
In Boruto, however, fans witnessed Kurama's death and the questions rose up once again as to whether Naruto can win against Sasuke without him. To the fandom it seems that, although it would be extremely difficult, it is not impossible, and at worst the fight might result in a draw.
