Foxy is someone who relies on cheating and trickery to win, making his level of actual strength not that impressive. Foxy was overconfident against Luffy even though his bounty at the time was significantly lower than Luffy's. He tried to steal Luffy's crewmates with a Davy Back Fight.
I don't think you can simply say "he can beat an admiral" because even within the Admirals, there's such a huge difference in power. I personally think that Luffy could probably just barely beat Aokoji now (or in the near future), and he could fight but not beat Kizaru, and has no chance of beating Akainu.
Mihawk is handily the most responsible member of the Warlords. He proved his commitment to duty by obliterating Don Krieg's armada and chasing him into the East Blue.
