Imu is the sovereign of the World Government and arguably the strongest character in One Piece.
Well, current Luffy is probably not the strongest character in the series. As for now, there are only 4 people alive and in their prime, I would scale higher than Luffy. First one is Shanks.
1) Blackbeard
With the power of both the Dark-Dark and Tremor-Tremor Fruits, Blackbeard is most likely still above Luffy's level.
Teach - Blackbeard. Blackbeard is the perfect counter to Luffy's Gear 5 abilities in the One Piece series. With the power of darkness from the Yami Yami no Mi, he can directly cancel out Devil Fruit powers via physical contact.
In the Post-War arc, one of the Five Elders stated that "D." means danger. After the timeskip, Law mentioned the Will of D. once more when Doflamingo asked him why he had so much faith in Luffy. “ In certain places, the clan of D. have been called by another name, God's Archenemy. ”
Luffy's Devil Fruit, the Gum-Gum fruit, is not exactly what it was believed to be up until now. In Chapter 1044, the Five Elders revealed that Luffy's Devil Fruit was actually the Human-Human fruit, and it's not a Paramecia type. It's a mythical Zoan fruit and the model is 'Nika. '
Without a doubt, Luffy is at his very peak and his abilities have put him on the same level as the Yonko and the legends such as Whitebeard and Roger, if not higher.
Kaido is heralded as the "Strongest Creature in the World." He is the captain of the Beasts Pirates and the current ruler of Wano. Kaido's strength as a fighter is almost unparalleled and only a handful of characters have been able to injure him.
Luffy's greatest power-up to date is, undoubtedly, Conqueror's Haki coating. During his fight against Kaido, Luffy observed Kaido coating his weapon in Conqueror's Haki. Gear 5 makes Luffy much tougher and stronger, however, its biggest asset is that it makes him fight with even more creativity and freedom. These two traits are what define Luffy's character.
Usopp (ウソップ, Usoppu) is a fictional character in the One Piece franchise created by Eiichiro Oda. He serves as the sniper of the Straw Hat Pirates. He was the fourth member to join Luffy's crew and the third officially after the confrontation they had with Captain Kuro.
It is evident that the only person capable of surpassing Roger is Luffy. Even though Luffy still has a lot to achieve, he is the only person who can transform the entire world.
Luffy is the by far the strongest member of the Straw Hat Pirates. As the Fifth Emperor of the Sea, Luffy is incredibly powerful and is able to hold his own against the Yonko of the One Piece world.
Every personality can have one fruit. So luffy can't eat another devil fruit and stay alive.
Logia. The rarest and most powerful of the three Devil Fruit types, Logia-type Devil Fruits allow their users to create, control, and transform their body into a natural element, such as smoke, sand, fire, lightning, ice, light, magma, mud, snow, plants and even darkness.
This is the only devil fruit Luffy has consumed in One Piece. It is important to remember that characters in One Piece can only consume one devil fruit. If they attempted to consume another one, their body would be torn apart to an extent that almost no traces would be left. This would ultimately result in their death.
Bari Bari no Mi allows the user to produce unbreakable barriers, giving them protection from most enemies in their way in the process. Even someone as strong as Kozuki Oden couldn't break the barrier produced by this fruit, making it the most powerful Devil Fruit when it comes to defense.

Essentially, Goku is already a formidable foe without his Saiyan abilities, and this combination would make him the victor against Luffy's Gear Fifth.
First introduced in the Loguetown arc, Monkey D. Dragon is Luffy's father and the Supreme Commander of the Revolutionary Army. As the Supreme Commander, it can be assumed Dragon is a being of immense power. He's often seen with strong blasts of wind, implying some kind of Devil Fruit power.
While Ace honed his physical abilities during these duels, Luffy learned how to control his Devil Fruit better. Ace is known to have won every single fight the two have fought right until Luffy turned 14 years old, as confirmed by the latter himself during the Alabasta arc of the story.
