He sent a horde of Stand users after Jotaro and co. so that he wouldn't have to use his own powers. Furthermore, DIO was also very knowledgeable of other Stands, so he could formulate counters accordingly. In terms of intellect, both are very close, but DIO barely edges Pucci.
Jotaro Kujo is undoubtedly the smartest character in Stone Ocean. He was able to discern the abilities of his opponents after just taking a look at them.
If we're talking actually hurting the heroes, though, N'Doul probably takes the cake. His strategy is simple, but effective, and he's only stopped because his attack just happened to coincide with the one stand that could counter him. Out of the main villains, the smartest is definitely Pucci, though.
DIO would have no way of defeating Pucci because Made in Heaven would counter DIO's time stopping ability by accelerating his time limit.
Pucci explains that he loves DIO as he loves God, and that he has never even thought of it. DIO then apologizes for insulting him, and hands him a bone that he ripped from his own body as a token.

DIO can stop time for up to 9 seconds so theoretically, Diavolo would just have to use the precognitive ability of his sub-Stand, Epitaph, combined with King Crimson's Time Erasure to defeat DIO.
2 Enrico Pucci
Made in Heaven is an extremely powerful stand that can manipulate the gravitational forces of the earth, moon, and the entire universe. With its power to accelerate time, Pucci was able to create an entirely new universe. Made in Heaven turned Pucci into the strongest character in Stone Ocean.
Heaven DIO could beat Goku. All he has to do is punch Goku once to end him forever. And before you say "Goku in UI would dodge the punch" don't forget that DIO can stop time with his stand. He just stops time, and then lowers Goku's speed to near nothing.
DIO. That's all I have to say, he's genuinely one of the most attractive people I've ever seen, and he's one of the reasons I started Jojo's, and don't forget he gave us Giorno. I love this man with everything in my soul<3.
Pucci's Battle IQ: 3000.
Joseph Joestar, in my opinion, is the smartest. He made an Aztec God with an IQ of 400 look like a total dumbass. A close runner-up is Giorno Giovanna.
Josuke Higashitaka
Overall, though lacking the impressive dramatics of some of his relatives, Josuke is easily the most genuinely likable of the Jojos, keeping you rooting for him and his friends the whole way through.
Star Platinum outshines most other Stands in the series in terms of speed and power. The Stand has incredible precision and eyesight, which allows it to carry out attacks that are nigh impossible for others.
Pucci wields three Stands throughout the story, those being Whitesnake, C-Moon, and Made in Heaven.
Pucci's family is Italian. They are dark skinned Italians. I think you missed the part where that was his “adoptive” father because weather was stolen as a baby. Pucci and Weather's parents are both Italian.

As stated by Pucci, Joester's weakness lies within their bloodline. Jotaro's care for his daughter was being exploited by Pucci, which shows that Pucci could not face Jotaro directly because Jotaro is still a respected stand user.
After Emporio defeats Pucci and arrives in the third universe, he meets some very familiar characters.
Khnum is truly the weakest Stand in all of JoJo's Bizarre Adventure. Its ability is Transfiguration, allowing its user to take the appearance of another person. The problem is that Khnum gives its user no additional abilities.
