Goku and Beerus's rivalry doesn't seem that complex or exciting when you think about it. After their battle on earth, Goku is training so that one day he can defeat the mighty God of Destruction. However, Beerus is shown to be able to destroy anything with little effort.
Monaka was initially described as being a hero of his home world planet, Wagashi. At some point in his past, he was said to have fought against the God of Destruction Beerus. He managed to cause Beerus trouble, which makes him later claim Monaka as the strongest fighter he's ever faced.
Additionally, Beerus is not hesitant to kill other lifeforms, even his rival, Goku, as he threatened to destroy Goku if he got involved with Zeno and irritated or angered the Omni-King.
As the main character, Goku eventually surpassing Beerus is all but guaranteed. After all, Goku's journey is one of encountering and overcoming obstacles. It was demonstrated with Demon King Piccolo, then Frieza, then Kid Buu.
Beerus has said that Whis is stronger than him, and Whis once demonstrated this by knocking Beerus out with a single blow to the neck. He is able to effortlessly take on Goku and Vegeta at once and claims that he is the fastest and strongest in the universe 7.
His Hakai Ki is able to amplify his power yet again and become even stronger than before, however in the manga it is repeatedly stated that Vegito blue is stronger. Vegito blue has a power level of 10.8 Septillion, therefore Beerus most likely has a power level of 10.7 Septillion.
1) Beerus. Although Jiren is said to be able to defeat a God of Destruction, it's unlikely Beerus is at risk of suffering that defeat. Beerus has yet to use 100% of his powers in Dragon Ball Super thus far, whereas Jiren at 100% struggled against Mastered Ultra Instinct (MUI) Goku.
In the early days of Dragon Ball, there existed a being strong enough to beat the God of Destruction Lord Beerus, but Goku accidentally killed him.

Even Whis is stronger than Beerus but Shenlong is afraid of Beerus.
Given that the two are on completely opposite spectrums of their tolerance for Saiyans, it makes sense for Frieza to be considered as Vegeta's greatest enemy, since he serves as the predominant threat to Vegeta's budding Saiyan family.
Shenron is often nervous around Beerus, trying to be overly respectful. When the eternal dragon is summoned by Goku on the Princess Bulma, he instantly becomes nervous when he sees Beerus there. For the rest of the conversation, Shenron addresses Beerus with honorifics and acts very humble toward him.
To pay them their respects, Beerus begins calling his fighters by their name instead of various nicknames he has for them. The prime examples of this are Krillin, Gohan, Master Roshi, and Piccolo, all of whom are acknowledged by Beerus upon their defeat.
Who is the second strongest foe of Beerus? Having enjoyed the match, Beerus spares both Goku and the Earth, saying that Goku was the second strongest opponent he ever faced; the first being his caretaker and martial arts teacher, Whis.

Hercules is the Olympian God of Strength, and he might be one of the unique ones on this list capable enough of matching and overpowering Ultra Instinct Goku in terms of pure strength.

Beerus is the God of Destruction of Universe 7, and as such, it is his duty to destroy inhabited planets to allow new life to grow and to keep balance within the universe, in opposing force to the Kais, who are the Gods of Creation.
Although Broly is thought to be stronger than Beerus, it can't be denied that Beerus has extra powers up his sleeve, such as Hakai. Beerus' status as a God of Destruction ultimately gives him the edge over pretty much anyone — including Broly.
Beerus was afraid Beerus would cause Xeno to destroy his universe, not of Jiren himself. He was scared Goku would lose.

Unfortunately, the difference in power between Beerus and Frieza is immense, meaning that there's simply no way that Frieza can overthrow this permanent thorn in his side.
