Throughout his journey Luffy has made strong bonds with numerous women. At least two have fallen in love with him, Alvida and Hancock, whilst another two have become enamoured with him, Rebecca and Shirahoshi.
Zoro x Hiyori
The Wanokuni arc of One Piece gave Zoro the spotlight he deserved but fans were more gravitated toward his scenes with Hiyori. It wouldn't surprise fans if Hiyori reveals her feelings for Zoro, her savior. They shared intimate moments and Zoro might even find a sense of belongingness when he's with her.
Their bond is real and built over time. As the series progressed, Nami developed feelings for Luffy. There may not be a proper romance between them, but it's evident that she cares about him more than anyone else in the crew.
Many One Piece fans still anticipate Nami and Luffy developing a romantic relationship, although it seems they have a sibling-like relationship. Boa Hancock is still the most likely, as the Pirate King being matched with the Pirate Empress would make for the ultimate anime couple ship ever.
Robin also seems to be very devoted to Luffy, as he is the only person whom she wants to get stronger for. This shows how great her dedication to her captain has become after being rescued from Enies Lobby. Upon learning of Ace's death, Robin was very shocked and became greatly concerned about Luffy's wellbeing.
Luffy is most likely to end up with Boa Hancock, as she has made it clear that she wishes to be with him and he has shown he cares about her a lot. However, Luffy has a strong friendship with Nami and has reacted to her physical appearance numerous times, so many fans still believe Luffy might end up with Nami.
In the show's fourth season, Robin navigates her crush on Vickie (Amybeth McNulty) with help from close friend Steve (Joe Keery). It culminates in a scene where Robin and Vickie make sandwiches together, leaving the door open for a potential relationship in season five.
Nami, Robin and Vivi all share close and deep bonds with Luffy and have become some of his closest friends. Luffy will likely never have a love interest, as the only thing really loves are adventure and his nakama, and also meat, especially meat. Also, he isn't asexual or gay either, he just has no interest in women.

Oda may not have romance in his mind (for now), but shipping fans certainly do. It's not uncommon for them to pair Nami with fellow Straw Hats. Her most popular ships appear to be Luffy and Sanji. There are plenty of scenes that attract a lot of attention.

It's rare to see Zoro get close to another woman that isn't Nami or Robin, so fans welcome the idea of a ship between him and Hiyori. Their personalities are complete opposites, but there is a strong bond between them. Their banter is also a joy to watch, and fans are eager to see more of it.

Clearly, Vivi has a deep love and admiration for the Straw Hat crew. However, that's where the relationship ends. There was never anything that deeply personal between Luffy and Vivi. Plus, Vivi literally has her childhood friend, Koza, acting as a more direct and consistent relationship.

That Nami went to hug Luffy because she was happy to see him after being separated in what could be considered a long time in the OP world, but the mention of Sanji just turned a happy hug into a comfort hug.
Boa Hancock
Whenever Boa Hancock was shown on-screen, fans were awestruck and went crazy for her charms. As a result, Boa is considered the most beautiful woman in the One Piece universe.
Charlotte Pudding is a supporting character from the anime and manga series, One Piece. She is Charlotte Linlin's 76th child and 35th daughter, and one of Charlotte Linlin's favorite daughters. She was arranged by her mother and Vinsmoke Judge to marry the Straw Hat's cook and Judge's estranged son, Vinsmoke Sanji.
Monkey D Mikasa is the older sister of Monkey D Luffy. She is helping her brother to achieve his dream (to become the king of the Pirates), to find a crew and so on.
Robin is quite close to Nami and often spends time with her, particularly shopping when they have free time, and talking with each other. Robin sympathizes with Nami's frustrations at the male crew members' silly antics, but does not get upset by them. Similarly, Nami views Robin much like a big sister.

Stephanie Brown is the love interest of Tim Drake, the third Robin, the third Batman and later, Red Robin from the Batman comics. She started out as Spoiler. She first met Robin in the Batman comics from the 90s and she also begins a romantic relationship with Tim.
