It's something fans never would have expected to see after Luffy took the first two losses against the Emperor in the arc previously, and it's taken in an even more surprising direction when Kaido started to reveal that he actually has some respect for Luffy.
In terms of pure strength, Kaido is stronger than Big Mom.
In his first appearance, Mihawk humiliated and almost killed the Straw Hats' Zoro, who also dreams of becoming the world's strongest swordsman. After that defeat, Zoro swore of defeating Mihawk, but he actually ended up training with him during the "two-year gap".
Flame Dragon Torch is, without a doubt, Kaido at his very strongest.
Charlos is probably the weakest antagonist of all the antagonists in One Piece. He does and acts as he feels like it because not too many commoners would attack a Tenryubito. He shoots randomly at people with no care in this world. He shot Hatchi, which then angered Luffy.
It is revealed that due to Luffy's newfound command over the Straw Hat Grand Fleet as well as his perceived masterminding of the invasion of Totto Land, he is now considered to be the Fifth Emperor of the Sea.
Not yet as of currently, Shanks is a master of Haki and until luffy masters his haki to Shanks level he has less chances of winning against him than kaido or even big mom. But it wouldn't be a complete stomp in Shanks's favor.
In the end, Oden sacrificed his own life for his retainers, willing to go through hellish pain by holding up all of 9 of them on a plank for an entire hour while he alone was getting boiled alive in the oil during the Legendary Hour.
