After obtaining the power of Rinnegan, he went on to control the Ten-Tailed beast's Jinchuriki.

He was born a prodigy, and he excelled in everything that he set out to accomplish. It is said that Itachi even possessed the wits of a Kage before he became a teenager. Itachi Uchiha possessed the Mangekyou Sharingan that gave him the ability to use Amaterasu and Tsukuyomi.

Itachi was able to fight against Naruto Uzumaki in his Nine-Tails Chakra Mode, something that Pain could never do. He was also able to incapacitate Nagato Uzumaki, and it is quite easy to see that he could definitely have taken on and defeated Pain in combat.
Madara Uchiha is among the most powerful shinobi to have ever lived, and his power only increased when he attained the power of the Sage of the Six Paths. He was able to fend off both Naruto Uzumaki and Sasuke Uchiha for a time in this form, and Kakashi Hatake would likely be unable to subdue Madara on his own.

Obito Uchiha is one of the main antagonists of the Naruto franchise. He is a member of Konohagakure's Uchiha clan who was believed to have died during the Third Shinobi World War, his only surviving legacy being the Sharingan he entrusted to his teammate, Kakashi Hatake.

In conclusion, Obito Uchiha would defeat Itachi Uchiha when comparing the two characters in their strongest forms. Obito has one of the strongest, if not the strongest, Sage Mode in the series and has enough chakra reserve to beat Itachi.
Ten-Tails Obito. Something that was hinted at during the majority of the Fourth Great Ninja War is that becoming the Ten-Tails Jinchuuriki was the ultimate power. Having the abilities of the Sage of the Six Paths would make any opponent unbeatable, and yet, Obito managed to lose in a match of morals to Naruto.
Naruto uses his power to restore Obito's life to help fight Kaguya. Obito dies while shielding Naruto and Kakashi from Kaguya's attack; however, he thanks Naruto for reminding him of his true self.
Frieza is easily capable of defeating Baryon Mode Naruto in base form. Prior to the events of Dragon Ball, Frieza destroyed Planet Vegeta while in his base form.
But Jiraiya not only fought Pain alone in his territory but almost defeated him as well. However, in front of Itachi's Tsukuyomi and Amaterasu, his strength might not be enough. As a result, Jiraiya is a Naruto character who can never defeat Itachi.
