This is what launches Brenner's research into psychic children. Brenner tattoos “001” on Henry's arm and begins studying him. But Henry is too unpredictable and dangerous. This leads Brenner to insert the tracking chip in his neck, which also seemingly blocks his access to his powers.
When that didn't work he put a chip in One's neck to stop him from being able to use his powers and started a program to make other children like him, such as Eleven, and it's only when Eleven removes this that he is able to unleash his wrath once more.
He reveals what looks to be a tracking device implanted in his neck. As a thanks, Eleven uses her powers to remove the chip, which leads the orderly to reveal his true identity as 001. 001 was born Henry Creel, the son of Victor Creel (played by A Nightmare on Elm Street's Robert Englund).
