9 Overhaul's Matter Manipulation Is Far More Powerful
Kai Chikasi led a Yakuza faction in MHA, and of all the Villains in the series, his Quirk may be the strongest. It is called Overhaul, and it allows him to manipulate matter. He can disassemble whatever he touches, and he can reassemble it however he likes.
Izuku Midoriya's strongest Quirk is, without a doubt, the One For All. This Quirk first belonged to All For One's brother, Yoichi. After him, there have been eight more users of these powers. All Might, the eighth user of One For All, passed it down to Izuku Midoriya, making him the 9th and the final user.
Personaly speaking, the most overpowered one is the All For One: The villain with this quirk is able to steal the quirks of other people, combine them and even create quirks and give quirks to people.
1 Shigaraki
All For One is arguably the rarest and most powerful Quirk possessed by any villain in My Hero Academia. This Quirk so thoroughly defines its bearer that he's taken it as his name. All For One's Quirk lets him steal Quirks from other people and use them as though they were his own.
Fans know that his name is Hisashi Midoriya and that his quirk is fire breathing. It's assumed that Hishashi's fire-breathing quirk isn't as eye-catching as Dabi's flames since Inko brushed it off at Izuku's doctor's appointment as a child. Currently, Hisashi's work has taken him abroad, leaving Inko and Izuku alone.
During his time as the Number One Hero, All Might fought All For One twice and managed to defeat him during both encounters. Without a doubt, he's far stronger than Izuku Midoriya.
All Might, from My Hero Academia, is the strongest known Hero to ever exist. As a wielder of the precious One For All Quirk, All Might held the power to match and defeat All For One in battle. To date, he's clashed against All For One twice and defeated him on both occasions.
Yoichi was the younger brother of the powerful villain, All For One. He was initially believed to not have a Quirk, but in reality, he had a Quirk with no other power than that it could be transferred to another person.
The only person capable of taking down All For One in his prime would be prime All Might himself. Sadly, All Might has lost his powers and cannot fight All For One like he did in the past. The only other candidate strong enough to defeat All For One would be none other than Izuku Midoriya.
Izuku was raised primarily by his mother Inko, who has the ability to make small objects float towards herself. His father, Hisashi, whose quirk allows him to breathe fire, is not seen due to him working abroad in the United States.
All For One is incapable of stealing One For All from its wielder, as that Quirk, by its very nature, can only be passed on if the present wielder wills it. Thus, wielders of One For All can act as a natural counter of sorts against All For One's ability to steal other Quirks.
In most cases, having two Quirks is thought to be very odd but there are characters whose Quirk number is even greater than that, making them very unique characters in My Hero Academia. Deku's final quirk is known as 'gearshift'. It's a quirk that is activated via physical contact. It allows the user to change the velocity of anything they touch, meaning they can spontaneously slow things down, or speed things up.
According to Deku's mother, the inherited quirk Deku should've naturally received would've either been his father's quirk, breathing fire, or her own ability to levitate small objects.
Deku wasn't actually going 1,000,000%. He was probably going about 150%, and even that wasn't just because of will power or plot armor. After Deku wakes up, his doctor explains this. It was an adrenaline rush, like how a parent can pick a car up off of their child in extreme circumstances.

If we were going to point out one of the unsung heroes from My Hero Academia, we'd have to pick Inku Midoriya. She may not be a hero in title, but she certainly is a hero in our hearts.
