If you don't have a recovery disk or partition, you lose the easy, built-in way to fix major Windows problems, meaning you can't easily access advanced recovery options like System Restore, Safe Mode, or resetting your PC without reinstalling Windows from scratch, but you can create new installation media using Microsoft's Media Creation Tool on another PC to perform repairs or a full reinstall. You'll need to use this installation media to access the Windows Recovery Environment (WinRE) for troubleshooting if your PC won't start.
The Recovery Drive utility in Windows is a valuable tool designed to back up essential system files needed to restore a PC to its original state.
If you're unable to access any recovery options and don't have a recovery drive, you will need to create installation media using another working PC. You can download Windows 10 or 11 from Microsoft's official website and use a USB drive to create the bootable media.
Windows will work just fine without it. The only purpose it serves is to hold the winre. wim file used for automatic recovery, and the other recovery options like booting to a command prompt. Without the partition it'll just stay on the C:\ drive under C:\Windows\System32\Recovery\winre.

The F11 key allows you to activate full-screen mode in your browser. By pressing it again, you will return to the standard view with the menu bar. In Microsoft Excel, you can use the Shift key with F11 to quickly create a new spreadsheet in a new tab.

Is it safe to delete a recovery partition in Windows? Yes. Removing a recovery partition does not affect the Windows operating system.

To factory reset, restart your PC and repeatedly press the correct key (often F11) before the Windows logo, then navigate to "Troubleshoot" and "Reset this PC" in the recovery screen.
