Anakin was a Jedi Knight, which is qualification enough to train a Jedi Padawan. You do not need to be a Jedi Master. In fact, the usual way for a Jedi Knight to be granted the rank of Jedi Master was for them to finish training a Jedi Padawan. Jedi Knights train padawans to become Jedi Masters.
