In New Zealand, Year 12 students are typically aged 16 to 17 years old, as Year 12 is the penultimate year of secondary school (Years 9-13), following Year 11 (NCEA Level 1) and preceding Year 13 (NCEA Level 3). Students generally start Year 12 around their 16th birthday, with many continuing until age 17 or 18 for Year 13, completing their NCEA qualifications.
In New Zealand, Year 13 is the second year of post-compulsory education. Students entering Year 13 are usually aged between 16.5 and 18. A student may stay in Year 13 until the end of the calendar year following their 19th birthday. Year 13 pupils are educated in secondary schools or in area schools.
In Australia, students typically start Year 12 at age 16 or 17 and finish the year at age 17 or 18, as it's the final year of secondary school, leading to high school graduation. We want to make sure that every student in secondary school has a pathway to qualifications that will help them reach their potential. Research shows NCEA Levels 1, 2 and 3 are too flexible, making it hard to tell what knowledge and skills people have based off their qualifications.

New Zealand is experiencing a record exodus of people, mainly due to a cost of living crisis, low wages, housing affordability issues, and limited job opportunities, with many heading to Australia for better pay and more prospects. Push factors include a weaker economy and job market, while Australia offers stronger economic pull factors like higher salaries and more available roles in sectors like healthcare and construction, making it a significant "brain drain" for NZ.
Compulsory subjects
At many schools, all students study English, Mathematics and Science in Year 11. At Years 12 and 13, there are no compulsory subjects. However, some schools require students to study English or another language-rich subject to meet University Entrance literacy requirements.
In Year 12 and Year 13, NCEA would be replaced with two new qualifications - the New Zealand Certificate of Education and the New Zealand Advanced Certificate of Education.
