He is definitely not the weakest, but he's far from being up there with the top dogs.
A symbiote is only as strong as the bond that it shares with its host. With that in mind, Venom is the clear winner, having formed a number of strong bonds since making its debut back in issue 252 of The Amazing Spider-Man.
Cletus Kasady was a serial-killer and had strong psychotic tendencies that were further amplified when he merged with Venom's symbiote offspring, Carnage. #Venom is actually the weakest symbiote because he was the first of the bloodline. Venom's Weaknesses
The Venom symbiote has two major weaknesses - sound and fire. Loud noises cause the symbiote to writhe in pain. That's how Peter Parker originally freed himself of the symbiote.

In the comics, Riot was bonded with a mercenary known as Trevor Cole with the intention of making a team of super soldiers. It was initially considered one of the weaker spawns of Venom but it's physically faster and stronger than its siblings.
