Professor Hulk is generally considered weaker in raw strength than a raging "Savage" Hulk. While Professor Hulk combines Bruce Banner's intelligence with Hulk's body, his calm, rational state prevents the rage-driven, exponential strength increases that make the classic Hulk unstoppable.
Professor Hulk's base strength was higher than the savage Hulk's and the gray Hulk's. However, he couldn't get as angry as the savage or gray Hulks because if he did, his body would change back to Banner's while giving him the mind of the savage Hulk. Why is professor Hulk smaller than regular Hulk? Because he's basically a fusion of the Hulk, who's 8′5″ (256.5 cm) and Banner, who's 5′8″ (172.7 cm). Professor Hulk sits at around 7′4″ (223.5 cm) or so. This puts him nicely between Banner and Hulk.
Omega level is a world level threat that's why. Logan can't effect the entire world with his skill set or powers. Where as storm can change the weather across the entire planet.
