The ruling came to be that only one F-bomb could be used in a PG-13 movie, which meant that writers had to become more strategic when and if they placed it in a movie. This also meant that audiences would receive more iconic F-bomb moments in a film.
MPAA has five rating categories
The new ratings system began with four categories: G (general audiences), M (mature audiences, changed in 1969 to PG, parental guidance suggested), R (restricted, no children under 17 allowed without parents or adult guardians), and X (no one under 17 admitted).
One of the things the MPA is most well-known for is an urban legend about the number of uses of 'f*ck' allowed in a PG-13 rated film; the MPA has never gone on record saying there is an official limit, though there does appear to be a limit at one or two for the majority of films.
According to the Motion Picture Association, the PG-13 label means the movie is fine for kids over the age of thirteen. It may not, however, be appropriate for children under thirteen because of language, violence, nudity, and other mature content. But some parents say many PG-13 movies make them uncomfortable.
According to the MPAA's website: “A motion picture's single use of one of the harsher sexually-derived words initially requires at least a PG-13 rating. More than one such expletive requires an R rating.”
Mature Accompanied (MA 15+) and Restricted (R 18+)
This means there are legal restrictions on viewing and/or playing these films and computer games.
Young Adults (16+): Recommended for older teenagers ages 16 and up. Equivalent to TV-14 (TV). Adults (18+): Recommended for adults ages 18 and up. Equivalent to R, NC-17, NR, and UR (MPA) and TV-MA (TV).
Children under 17 must be accompanied by a parent or adult guardian over the age of 21 for R-rated movies. I.D. is required for proof of age. Children under 6 years of age are not permitted into R-rated features at all.

Legally, in movie theaters, they are supposed to not sell under-17s tickets to R-rated movies unless accompanied by a 18+ adult. Many theaters will sell R-rated tickets to anyone, accompanied by adult or not, at almost any age though (generally 8+).
Content with an M rating is suitable for mature audiences. It's also always a good idea to read the content warning.
Forbid all R-rated movies until your child is 13 years old.
If your child is 13 to 16 years old, carefully consider his maturity and sensitivity when you are deciding whether he is ready to view some of these movies with you. Don't allow your child to see movies with graphic personal or sexual violence before age 17.
So, one can take a 12-year-old to see an R-rated film only if they are that child's parent or adult guardian. Note that many theaters will count an adult family friend — such as the parent of the child's friend — as an adult guardian for the purposes of the movie screening.
