Yes, a Nikah (Islamic marriage) is generally considered valid even if the mahr (dowry) isn't explicitly mentioned or paid at the time of contract, but the wife is still fully entitled to it; the obligation remains, and it's a significant right, though some interpretations (like in Sahih al-Bukhari) view marriages without it as void if the mahr is intentionally omitted. If forgotten, the wife is owed a "mahr of the peers" (similar to women of her social standing), determined by a judge if necessary, or agreed upon later by the couple, and waiving it is permissible if she's of sound mind.
