If C cups are the midpoint or medium breast size indicator on the cup size scale, then D cups mark the transition towards larger breasts and DD cups are the exact opposite of A cups.
For less than one inch you are a AA cup, for one inch you are an A cup, for two inches you are a B cup, for three inches you are C cup, for four inches you are a D cup and for five inches you are a DD cup.

Actually, 36D and 38C are around the same size. It's just that 38C is slightly bigger than 36D. 38C has 38 inches of underbust measurement and 41 inches of busts measurement. Meanwhile, 36D has 36 inches of underbust measurement and 40 inches of busts measurement.

Is C Cup Big or Small? Contrary to popular belief, a C cup is not a large size. It is the most common size among women who have breast augmentation or breast implants.
For example a 34D is larger than a 36C. This is not always the case. In the design process, the same capacity bra cup may be paired with different cup sizes and different band sizes. For example, a 34D cup capacity can be paired with a 32DD or 36C, 38B, & 40A.

It is totally normal to have a size 32C at that age.
All you need to do is a little bra math: Subtract your band size from your bust measurement to find your cup size. “The difference in inches corresponds to your cup size,” says Iserlis. For example, if your bust measures 37 inches, and your band size is 34, the difference will be 3.
If the bra fits and is comfortable for you, then yes, it is a normal size.
