Wanda Maximoff (better known as her superhero alter-ego, the Scarlet Witch) is arguably the most powerful sorcerer/magic user in the entire Marvel Universe.
Wanda Mastered Her Powers After Clashing with Thanos
Before Multiverse of Madness, she was strong but not that powerful. That's why the Infinity Stones-powered Thanos could withstand Wanda's attack in Wakanda and then defeat her and destroy Vision.
Perhaps the most obvious character that was more powerful than the Scarlet Witch was the One Above All, who acted as the "god" of the Marvel universe.

With his expert combat skills and powerful technology, Black Panther is undoubtedly one of the Avengers who can beat Scarlet Witch in one-on-one combat.
Black Bolt could practically level an entire planet with one scream, so it would interesting to see how Wanda would handle such a powerful force coming her way. It is easy to think Wanda's abilities would find a way, but there is always the chance that Black Bolt could overwhelm her enough to destroy her in a fight.
If it came down to it and Odin saw Scarlett Witch as a threat to the Universe and Multiverse and decided to try and take her down, who would win? Odin. Odin could probably kill her but not in a strait up fight.
In 2015, it was revealed in Uncanny Avengers (Vol. 2) #4 that she and Pietro are not mutants but humans who received superhuman genetics due to the experiments of the High Evolutionary. In Wanda's case, the High Evolutionary's genetic tampering made her more powerful in magic than she would have been otherwise.
Scarlet witch's biggest weakness is her durability. The only mode of defence was her powers. So her durability depended on her powers. She had two different stages in her power: before Infinity war and after Endgame.

That said, Wanda has an edge due to Chaos Magic and her reality-warping abilities. Her telekinesis alone could nearly kill Thanos faster than Carol's punches.

Wanda may not be as physically strong as Thor or Hulk, but her abilities far exceed those of Avengers such as Captain America and Spider-Man. Her full powers were displayed in Doctor Strange in the Multiverse of Madness, as when left unchecked could defeat heroes as powerful as Mr.
Unlike Doctor Strange, Wanda was born with her chaos magic capabilities, therefore having her whole life to hone her skills. Wanda's Chaos Magic received a significant power boost from the Mind Stone, granting Scarlet Witch the aptitude for spontaneous creation and enough energy to take on Thanos single-handedly.
In Doctor Strange, it is stated that Strange had an eidetic (or photographic) memory. This helped him to learn the mystic arts quickly, but a detail in Doctor Strange in the Multiverse of Madness also revealed that it was instrumental in allowing him to defeat Scarlet Witch.
If there's one superhero who can totally beat her, it would be Spider-Man. Remember when the Webslinger covered his foe's entire face with his web? That is one of his signature moves! Despite not having any supernatural powers, Spider-Man has the advantage in this situation.

On the other hand, Dark Phoenix is a corrupted Jean Grey that's empowered by the cosmic entity known as the Phoenix Force. So, in a battle between Scarlet Witch and Dark Phoenix, who would win? Dark Phoenix would win in a fight against Scarlet Witch because she is simply a lot more powerful.
