You can't truly restore without any backup, but you might recover from an automatic local backup on Android by reinstalling WhatsApp and choosing "Restore," or by manually locating and renaming old database files in your phone's internal storage (Android/media/com.whatsapp/WhatsApp/Databases/) before reinstalling. For iPhone, recovery without an iCloud/iTunes backup is extremely difficult, often requiring specialized third-party tools, as local backups aren't as easily accessible.
There is no way to recover WhatsApp chats without the backup, unless you are using the same cell phone where you were previously using that WhatsApp. You just need to activate another phone in the same application and the previous chats will appear.

If there's truly no backup, then your best bet is to connect the phone to your computer and scan it with a data recovery app that can find deleted messages on android.
Method 2: The Official Way to Restore to Android (Standard)
Any messages sent and received after the latest backup can't be restored. The amount of space in your Android device must be larger than the backup you wish to restore. A partial backup can occur if your Android device does not have enough storage.

If a backup of your Android device is available, installing this should restore any messages you deleted before the backup was saved.

WhatsApp backup is saved in Google Drive, it is not something that can be viewed/restored via Google Drive's app or website because they are encrypted. Only WhatsApp has the key to decrypt it. WhatsApp backup will use Google Drive storage.
