Kaguya's nine tomoe Rinnegan sounds like the most powerful, since it can cast Infinite Tsukuyomi and Dimensional Shifting. About Sasuke's six tomoe Rinnegan and Hagoromo/Madara's purple Rinnegan, I think they're tied.

Naruto isn't a Uchiha so he wouldn't have gotten the Rinnegan anyway. His body isn't naturally capable of generating that eye. As opposed to that of the Uchiha.
Through his right eye, he could use the black flames of Amaterasu. These flames are known to be the highest form of Fire Release and fall under the category of Blaze Release. Amaterasu is incredibly difficult to counter and burns through anything.
